Sir: I forward herewith the record of a Naval General Court Martial convened on board the USS Richmond in Mobile Bay in the case of Acting Master James T. Seaver, late commanding officer of the USS Philippi, the loss of which vessel has been previously reported to the Department.

The sentence of the court is that he be dishonorably dismissed the service, and though I consider the finding of the court just, yet as the President must approve the same before it can be carried into effect, I have simply endorsed it "Forwarded."

I have ordered him to be sent North in the Circassian, under arrest, to be disposed of as the Government may direct.
